Demereal Owens


Demereal Owens has more than 30 years of experience in mental health, substance abuse, quality management, risk management, accreditation, and HIPAA working at several non-profit and for profit organizations and has held senior management positions most of her career.

Prior to joining Meals on Wheels Central Texas, Demereal was Vice President of Quality and Compliance for Upbring (formerly Lutheran Social Services) of Austin, providing statewide foster care and adoption services. Before coming to Central Texas, she held two positions at University Behavioral Hospital, a 165 bed psychiatric hospital in El Paso, serving first as Admissions Director, and later as the Outpatient Director providing oversight of a partial hospital and intensive outpatient program serving seniors, adults, children/adolescents and soldiers from Fort Bliss.

Currently Demereal is responsible for overseeing client services consisting of social workers, case managers, Mike’s Place, Pets Assisting the Lives of Seniors (PALS) and the intake department.

Demereal attended the University of Michigan where she received a bachelor’s degree in psychology and the University of Pittsburgh where she received her master degree in social work.
